Position : Operations Officer for Pastoral Risk Management (PRM) component Background:
The government of Mongolia received an Adaptable Loan Program from the World Bank, grants from European Union and Japanese Government to undertake a comprehensive 12 year Sustainable Livelihoods Program . The second phase of Sustainable Livelihoods Program (SLP-II) is to be implemented from 2008 to 2011 in all aimags of Mongolia. The overall objective of SLP-II is to implement a sustainable livelihood strategy that reduces vulnerability and creates and maintains human, social, physical, institutional and financial assets. The project will implement investments and capacity building activites to involve education, health, infrastructure, microfinance sectors and pastoral risk management.
Duty statement:
Under direct supervision and direction of the PRM coordinator, the Operations Officer will assist implementation of the PRM component of SLPII at aimag, soum and bagh levels and assist the PRM coordinator manage the project in the SLPO.
Duties and Responsibilities: Under the supervision of the PRM coordinator:
- Thoroughly understand and follow approved Project Implementation Manuals (PIM), instructions and guidelines of SLP-II and ensure their proper use in all steps of project implementation;
- Maintain close working relationship with aimag and soum coordinators, governors and other stakeholders engaged in PRM activities,
- Regularly inspect, observe, identify problems and record progress with implementation of all aspects of PRM component of the project at the aimag, soum and bagh level;
- Provide advice and suggestions within area of competence to relevant officials, Governors, working parties etc at the aimag, soum and bagh level.
- Ensure all aimag and soums are expending annual allocated funds in effective and efficient way according to PIMs and procedures in order to achieve result/outcome of the sub-project.
- Provide field supervision reports of assessments, actions and recommendations to improve or accelerate PRM activities.
- Assist aimags and soums councils to use MIS data to provide feedback to soums/baghs on how well they are performing relative to other soums/baghs.
- Assist PRM coordinator to review sub-projects submitted by aimags.
- Assist PRM coordinator review MIS data and analyze PRM key indicators to direct PRM activities to achieve main goal and component purposes.
- Assist PRM coordinator respond to official letters, requests and complaints delivered from entities and individuals
- Assist PRM coordinator organize, minute and translate PRM working group meetings
- Prepare aimag and soum PRM project completion reports as directed.
- Perform other tasks as directed.
Reporting:
The Operations Officer will report directly to the Project Director, Head of Project Implementation Division and the PRM Coordinator. Required reporting would include: - Preparation of field supervision reports.
- Preparation of aimag and soum PRM project completion reports.
Qualifications: - Bachelor degree in agriculture, agricultural economics, natural resources management, livestock husbandry or other related fields;
- More than 3 years of professional experience and ability to analyze and evaluate collected data and information, research work experience is desirable;
- Familiarity with community-led participatory processes is desirable,
- Ability to share knowledge and observation with stakeholders;
- Willingness and ability to travel to countryside. The Operations Officer would travel frequently to the field, often for extended periods;
- Able to work in a busy working environment;
- Fluency in English including speaking, reading and writing skills;
- Good interpersonal and organizational skills and ability to work in teams;
- Proficiency in computer applications, including MS Word, MS Excel, MS Power point, Internet and E-mail.
