Aimag/UB city Sustainable Livelihood Project Councils PDF Print E-mail

 

Aimag/UB city Sustainable Livelihood Project Councils (‘aimag SLP council’s) will comprise representatives from the CRH; the Finance and Economic Policy Coordination division and the Social Policy Coordination division of the aimag Governor’s office; the Food and Agricultural Department; the Education Department; the Health Department; the Professional Inspection Authority, aimag branch of the Mongolian Trade Unions Association, and representation from an NGO operating in the aimag. The councils will develop and approve aimag SLP strategy and plans based on the analysis of soum plans; monitor project progress in implementation; receive and review sub-project reports; provide regular advisory and training support for soum SLPCs/Khural members and secretaries; and promote broad information sharing among government, NGOs and citizens on the project objectives, processes and progress. In relation to PRM and CI sub-projects, they will be responsible for vetting and give no-objections for proposals under MTG 5 million, and for vetting and endorsing sub-project proposals costing over MTG 5 million, before passing on to SLPO for no-objection.

Aimag-level PRM Working Group:
This working group will comprise the head of the aimag Food and Agriculture Department, the head of the land office, the environment inspector and a financial officer. In SLPII, the PRM working groups will be responsible for technically assessing pasture land management plans and other proposals from the soums. They will provide detailed technical recommendations on proposed activities to the aimag SLP council/Governor’s office to inform their decision-making. The working group will monitor the progress of pasture land management plans approved for implementation through field visits and contact and consultation with soum officials and herders. In addition, the working group will provide assistance and further training to soums that fail to develop pasture land management plans or who have weak capacity.

Aimag/UB city -level CI Working Group: This working group will comprise the head of the Finance and Economic Policy Coordination Division of Aimag/UB city Governor’s Office (acting as the head of the Aimag/UB city level CI Working Group), the Construction and Investment Officer of Industry, Infrastructure and Environment Policy Coordination Division of AGSO, and a representative from the Authority of State Professional Inspection Agency. In SLPII, the CI working groups will be responsible for technically assessing CIF sub-project proposals from soums/districts. They will provide detailed technical recommendations on proposed sub-projects to the aimag/UB city SLP council/Governor’s office to inform their decision making. In addition, the CI working group will monitor the progress of sub-project implementation through field visits and will technically support the evaluation of sub-projects after completion.

Aimag/Ulaanbaatar SLP Unit. In each aimag there are one full-time SLP coordinator and one accountant working. These will work within the Aimag Governor’s office. Capacity building on fiduciary processes for aimag staff will be undertaken, and additional training given to SLP staff at the national level. The SLP coordinator in each soum will also be given training on project preparation and costing as well as financial and procurement procedures.

Aimag/UB city coordinators will: organize a process of information dissemination and public awareness for the SLP at aimag level; provide training and support for aimag and soum SLP Council members and soum coordinators; provide technical support for the implementation of sub-projects and the procurement of goods as requested by soum SLP councils/CRHs; receive and review sub-projects approved at soum level; certify the soum proposals consistency with the PIMs and aimag development plan and sustainable livelihoods strategy, and enter the certified sub-project details into the MIS; organize aimag Council meetings; supervise and evaluate the implementation of sub-projects and efficient use of funds; receive and compile sub-project reports (on implementation, monitoring and evaluation, and finance) and analyze and evaluate the outcomes of sub-projects
Aimag/UB city accountants responsible for: operating aimag SLP council’s bank account transactions for both project investment and operating cost; book keeping and preparing quarterly and annual financial statements; conducting soum-level financial supervision or internal control on the use of project fund; running MIS software for financial and monitoring data; and reporting to SLPO on all matters related to project financial accounting and control.
